Shouldn't Host Country's Musician Perform Fifa World Cup Theme Song?

During the 2010 Fifa World Cup, the world renown musician, Shakira, was contracted by Fifa to compose and sing the official song of the world cup. That year, the song she composed and sang became immensely popular, sold millions of copies worldwide and got 2 billion views on youtube.

There were also a lot of people that criticized Fifa for getting someone from outside the host country to create and sing the world cup theme song. And now the world cup that was hosted this year in Russia, same thing done by Fifa. Should Fifa continue to have foreign music artist perform the official world cup song or it should be given to music artist of the host country?
