Some of the most controversial laws in America are the seat belt laws. These laws, which are passed by the states, are considered primary (police can ticket if violation is observed) or secondary (police can only ticket if stopped for another violation). With each violation, there is a fine to be paid which varies from state to state. 

The first state to pass a mandatory seat belt law was New York. This law passed in 1985. The other 50 states begin to follow on the assurance that it would reduce auto fatalities and reduce insurance rates. It has been reported that lobbyist for Traffic Safety now bought the legislators to pass the laws. There are also those who argue the laws are unconstitutional based on the 4th, 5th, and 9th amendments.   Heated debates have ensued over the legitimacy of these laws.

No matter which side one falls on, one thing is certain, the slogan for the seat belt laws should be changed from "Buckle up. It's the law." to "Buckle up or Pay up" because this is an ongoing revenue generating organism for the government.

Not exactly. Laws are here to (hopefully) protect us and keep us safe. Laws are there for a reason. Now if laws had no punishment then the whole idea of a "law" would be obsolete. Not wearing your seat belt could be a life or death decision. Of course there is a law that makes you do it. Now I believe the logo is ok because it is straight forward. If you get caught not wearing your seat belt you will have to pay! Its common sense that its a law, basically everyone knows that. And plus, a slogan is supposed to have a catch to it. "Buckle up its the law" does not have a catch.
